THE Bukit Timah canal burst its banks for the first time in years on Thursday, unable to contain the afternoon's downpour. As a result, two stretches of Bukit Timah Road - from Coronation Road to Third Avenue and from Wilby Road to Blackmore Road - were underwater in one of the worst floods in recent years.

The storm, six times the intensity of an average shower here, drenched the Bukit Timah area with close to half a month's worth of rain in about half an hour, said the PUB, the national water agency.

Between 1.20pm and 1.50pm alone, 92mm of rain fell. The total amount of rainfall logged in the area was 110mm - accounting for 43 per cent of the average monthly rainfall for November.

The downpour dumped enough water to fill 115 Olympic-size swimming pools into the Bukit Timah canal, overwhelming it.

At their height, the floodwaters were knee-deep, throwing traffic along Bukit Timah into chaos. The waters subsided after 50 minutes, but traffic tailbacks petered out only at 3.15pm, said the Land Transport Authority.

New York, November 19, 2009—The Committee to Protect Journalists condemns the Singapore government’s refusal to renew British freelance journalist Benjamin Bland’s work visa and his application to cover the recently concluded Asia Pacific Economic Cooperation (APEC) summit meeting. Bland was reporting on the summit for the U.K.’s Daily Telegraph newspaper.

Bland’s visa renewal application was rejected without explanation by the Manpower Ministry on October 1, according to Bland. When the reporter inquired why the government refused, the ministry’s senior assistant director, Yeo Kim Huat, told him on October 15 that, after internal discussions, officials decided that they could not disclose their reasons for the rejection.

After Bland’s work visa expired on October 20, he received a 30-day social visit pass that stipulated he not work, practice any occupation, or threaten the well-being and security of Singapore at the risk of arrest and immediate deportation. The British High Commission asked the Ministry of Information, Communication, and Arts about Bland’s declined request for accreditation at the APEC meeting, but did not receive a reply, the journalist said.

“The refusal to renew freelance journalist Benjamin Bland’s press credentials again shows the Singapore government’s intolerance of independent and critical reporting,” said Shawn W. Crispin, CPJ’s Southeast Asia representative. “Bland is the latest on a long list of foreign journalists who have been targeted by the government for their news coverage.”

Bland left Singapore to return to his native U.K. on November 14. While based in Singapore, he reported for a wide range of international and local publications, including The EconomistDaily TelegraphFinancial Times weekend magazine, MonocleFar Eastern Economic ReviewAsia Sentinel, as well as Singapore’s Straits Times and Business Times. He also maintained a blog, The Asia File, which featured occasional critical commentary on Singapore, including an entry on official secrecy over death penalty statistics and a reposting of one of his Economist articles on the island state’s controversial efforts to import sand from regional countries for land reclamation projects.

“The impression I got was that the government wanted to force me out of Singapore without attracting adverse publicity by dragging out the process and not giving me any explanation,” Bland wrote CPJ in an e-mail. “I feared that if I spoke out or wrote about my case before leaving Singapore I would be arrested.”

I have heard good and bad reports on the restaurant, but all I can say is that I was very happy with the staff, the food and the ambience when I went there this afternoon with three of my friends for an "Afternoon Indulgence".

Cost was $12.00 with the inevitable plus plus!!

But good value we thought.

The Singaporean parliament should enact new legislation protecting freedom of expression, Amnesty International said today, after a magazine and its editor agreed to pay S$405,000 (Approximately US$290,000) following a fine by the country’s highest court for alleged defamation.

The Dow Jones Company-owned Far Eastern Economic Review (FEER) magazine and its editor Hugo Restal had published an article critical of Prime Minister Lee Hsien Loong and his father, former Prime Minister Lee Kuan Yew.

The 2006 article entitled "Singapore's 'Martyr', Chee Soon Juan", contained allegations against the two leaders, including of corruption, which the Singapore Court of Appeal ruled as defamatory.

Dow Jones Company denied any wrongdoing but said they had to pay the fine.

In its ruling, the Singapore Court of Appeal held that “constitutional free speech in Singapore is conferred on Singapore citizens only.” It further held that Singapore does not recognize a special function for the press as a "watchdog".

“Laws that allow the authorities to impose restrictions on freedom of expression together with a pattern of politically motivated defamation suits, have created a climate of political intimidation and self-censorship in Singapore.” said Sam Zarifi, Amnesty International’s Asia Pacific Director. “This ruling further illustrates how press freedom is under threat in Singapore and sets a dangerous precedent for freedom of expression and journalism in the region.”

Amnesty International urges the Singapore parliament to enact legislation that would ensure the media's ability to perform its vital function as a watchdog while removing discrimination and undue restrictions from the laws on freedom of expression, to bring them into line with international law and standards.  

The government of Singapore has a history of using civil defamation actions to stifle political opposition. Such defamation suits place unreasonable restrictions on the right of Singaporeans to peacefully express their opinions and to participate fully in public life.

Amnesty International remains concerned about the continuing use of restrictive laws and civil defamation suits in Singapore to penalise and silence peaceful critics of the government.
 
"If Singapore has pretensions to being an international commercial center, especially in the age of the internet, its legislature must immediately act to bring the country in line with commonly accepted concepts of free expression and media activity,"
said Sam Zarifi.

Journalists are finding it increasingly difficult to work without interference from the governing People's Action Party.


Background

International law recognizes limitations to the right to freedom of expression as enshrined in Article 19 of Universal Declaration on Human Rights however these restrictions must be demonstrably necessary for and proportionate to certain permissible purposes. The permissible purposes for such restrictions include “securing due recognition and respect for the rights and freedoms of others and of meeting the just requirements of morality, public order and the general welfare in a democratic society.”

However, it is well established under international law that public officials must tolerate more, rather than less, criticism than private individuals.

SINGAPORE — The Far Eastern Economic Review and its editor have paid over 400,000 Singapore dollars (290,000 US) to settle a defamation suit filed by Prime Minister Lee Hsien Loong and his father, the magazine's lawyer said Wednesday.

"They have paid it yesterday," said Peter Low, who defended the Hong Kong-based publication and its editor Hugo Restall against the defamation suit filed by the premier and his father Lee Kuan Yew.

The two parties reached a settlement on the amount that FEER and Restall should pay the two Singapore leaders, said Low.

Court orders issued on November 13 to enforce the settlement showed the prime minister got 200,000 Singapore dollars in damages and 30,000 Singapore dollars in legal costs.

Lee Kuan Yew, 86, who now serves as a senior adviser in the cabinet, was to be paid 150,000 Singapore dollars in damages and 25,000 Singapore dollars in legal costs, the documents said.

The settlement was reached after the Court of Appeal last month upheld a 2008 decision finding the defendants guilty of defaming the Lees in a 2006 article based on an interview with Chee Soon Juan, an opposition party leader.

Dow Jones and Co., which owns the magazine, said in a statement that it disagreed with the verdict and denied any wrongdoing, but would settle the damages instead of prolonging the process.

"The Court casts significant doubt as to whether Singapore will ever recognise the fair and honest reporting privilege accorded to responsible journalism -- a privilege available in the United Kingdom and other Commonwealth countries with diverse histories and cultures," Dow Jones said.

FEER, at its height one of Asia's most influential and respected publications, is to be shut down in December, one of a growing number of newspapers and magazines which have fallen victim to the Internet age.

The article at the heart of the case -- entitled "Singapore's 'Martyr', Chee Soon Juan" -- described the opposition Singapore Democratic Party secretary general's battle against the ruling People's Action Party and its leaders.

In the article, editor Restall also touched on the success of Singapore officials in libel suits against critics.

Singaporean leaders have won hundreds of thousands of dollars in damages from domestic critics and foreign publications.

They say the lawsuits are necessary to protect their reputations from unfounded attacks and dismiss criticism from human rights and media groups accusing Singapore of suppressing media freedom.

There is a wonderful new artist in town. I last saw her at her first major solo at Osage Singapore end of Sept 09. Who is she? What is her pedigree? Here is her amazing profile, one that reveals that we have still got it here in Singapore - to spot a talent in the making despite our numerous estwhile faux pas.

Jane Lee was born 1963 in Singapore. She graduated from LASALLE-SIA College of the Arts with a BA in Fine Arts and a Diploma in Fashion. Her works have been exhibited in a number of notable exhibitions in the region such as Wonder, Singapore Biennale 2008, where she presented Raw Canvas. Other exhibitions include CODE SHARE: 5 continents, 10 biennales, 20 artists, Contemporary Art Center, Vilnius, Lithuania (2009), Coffee, Cigarettes and Pad Thai: Contemporary Art from Southeast Asia, Eslite Gallery, Taipei, Taiwan (2008), Always Here But Not Always Present: Art in a Senseless World, Singapore Management University, Singapore (2008) and the solo exhibition, Transformation / Process, Taksu Gallery, Singapore (2006). Lee has won several awards, most recently the 2007 Sovereign Art Prize (finalist), Hong Kong, and was also the first recipient of the Singapore Art Prize in 2007.


I asked her some questions through an email interview. Here are the questions and her responses:


RJ: Jane, how would you describe your art? Are they paintings? Are they sculptures? I sympathize with you if you find this question irrelevant. We use our analytical knife to demarcate areas in our fields of endeavor to be able to make sense of them.Perhaps there is an in-between category for your art? A “fabric sculpture” perhaps? Or a “dressed painting”?

JL: While my works are about painting, it is also about challenging what we understand painting to be. They are about pushing the boundaries in painting, and seeing the impossible. The emphasis, or fetishisation, about the medium is not as important as what my work is about.


RJ:Is there some area of art making that you are challenging with your work? I see the weave,the contours and creases and some sensuous feel in your work that reminds me of fabric.(Perhaps this is further accentuated by the fact that I am cognizant of your background in fashion).

JL: My works question painting—what constitutes a ‘painting’, and how paintings can be made. In other words, my paintings explore the possibilities of constructing one. They are not about fabric at all.

JL: Paint has its own tendencies, so I just let things happen. Sometimes things don’t turn up well,and certain parts have to be retouched. These are parts where you see a thicker layer of paint. Therefore, any similarity to fabric is incidental.


RJ: A famous example cites that if you take a teacup and line it with fur, it has to be considered a work of art, because perhaps there is nothing else left to consider it as. Perhaps this is how you pitch your art work against our increasingly static perception of art (which of course needs to be violently jarred at its very foundations every now and again). You have created a new type of fabric. One that is no longer a fabric. Perhaps you have taken a potentially craft-like area of work into the realms of art? Can you comment?

JL: It’s not my conscious intent to incorporate dress-making (craft) elements into my artwork. The influence of my fashion background on me is subconscious, something that I cannot escape. The concern in my paintings is not for fabric; it’s for the material components of a painting.For example, the canvas—as a material—, which is part and parcel of painting.


RJ: It would be interesting for my readers to understand how you came to using the particular material for the making of your art. What was the process? How long did it take? What influenced you and what were the considerations or the criteria for you to narrow down your choices.

JL: I don’t set out to use particular types of material, although I do explore alternative sources other than fine art shops: everyday life for tools like spoons, forks, cake-making icing nozzles, ham slicers, syringes, and even simply my own bare hands, and industrial suppliers for alternative qualities of acrylic and oil paint and mix media materials. Any and all kinds of material may come into play.

JL: Of course, the tools chosen have to interact well with the paint. They have to be able to bring out the beauty and/or interesting qualities of the paint; they have to be the means through which the paints manifest a certain character. To me, (the characteristics of) paint is what’s important—the tools are merely a medium.

JL: My technique is largely trial and error. As part of my primary motive to push the boundaries of painting, I test and pursue all possibilities.

JL: It all started back when I was painting in the traditional style. One day, I noticed the beauty of the acrylic paint that has dried onto my palette. This made me realise my painting had already begun on the palette, even before the first application of paint onto canvas. Painting can exist without a canvas, I realised. This epiphany inspired me to explore indirect means of painting, such as by working on a painting’s components before sticking them onto the canvas, as opposed to through the direct way of applying paint straight onto canvas. It takes me about a year to complete each project.


RJ: Finally, I am wondering if there was a conscious effort in your part to de-gender or to ‘genderise’ your art. Do you for instance want your art to be recognized as woman-made, bringing perhaps feminist meanings into your work? You might not have consciously thought of it in that vein. Has there been anyone who has suggested that your artwork is essentially feminist?

JL: The delicate details on my paintings may look ‘woman-made’, but then the large scale that some of them are constructed on also implies a ‘man’s touch’. There are both masculine and feminine connotations taking place at the same time. This, I think, reveals my belief in the notion of Yin/Yang, in the idea that a duality exists in every individual. This duality results in elements of masculinity in women, and of femininity in men.

JL: I do understand the imperative to categorise—there is safety and security in knowing for sure that man fit a certain type, and women another. However, I don’t think it’s right to label artists that way, viewing their work through the lens of gender expectation, and thereby possibly interfering with the meaning. After all, the beauty of art is in its exploration of ‘in-between’ conditions and spaces.

JL: I definitely do not take conscious effort to implicate gender into my work. I do, however,consciously discard the limiting notion that I am a woman. During my process, gender identity ceases to exist for me.


RJ: You art is beautiful. It is immediately seductive. What is your view on the aesthetics of your art? Are you seducing your audience to draw them closer to reveal and perhaps hide new interpretations? Is aesthetics to you more than seduction?

JL:I do seek to create a compelling quality about my artworks, compelling enough to draw people closer. This is perhaps the essence of all visual art.

JL: However, I feel that seduction is cheap. Seduction requires effort, conscious intention, and therefore will not last long. Rather, I see myself offering viewers stimuli that evoke the beauty inherent in each one of them. The beauty comes not immediately from what I present to them, but comes instead from my prompting them to slow down and surrender to their inner nature, allowing joy to overtake. My works are purely the trigger.

the only time you would see such a sight ....... a large contingent of caucasians such as this riding the rickshaws!

the couple above look rather nervous, well certainly not 'comfortable', or is it because they have so much clothing on? Long pants, shoes and socks ????

Any budding football stars in the family? If so, they will have a chance to be "scouted" in December by five Tottenham Hotspur coaches. Football Asia are teaming up with English Premier League club Tottenham Hotspur to bring a training camp to Singapore open to children aged 6 to 16.

Tottenham Hotspurs will be here for nine days, from 11 December til 20th, and on the weekend of the 12th December there will be an open match for children, serving as a scouting session monitored by five Spurs coaches. Those children who show promise will have the fee waived for the course and will be monitored on an ongoing basis by the Spurs coaching staff.

Football legend Gary Mabbutt will be running the camp, and the course fee of SG$388 includes a full training kit, a picture taken with Mabbutt, and lots of other goodies. This is an exciting opportunity for all those soccer fanatics eager to get some top-notch coaching. It will also be a wonderful opportunity for a handful of local coaches who will work beside and be mentored by the Premier League coaches.

In full view of the diners, the two chefs busy themselves tending to the large vats of soup and entertaining their guests with their impressive skills as they knead and hand-pull the noodles.





Large steaming bowls of noodles are served up within minutes of you making your order, and this doesn't take long it itself as the menu is rather limited – Beef noodle soup with a choice of brisket, tendon or tripe, and thin or thick noodles. They also had a special ‘noodle of the month’ when we visited – Noodles with Pork Ribs.

We checked out both the Pork Rib special and the Beef Brisket and… oh my goodness, this is possibly the best noodle soup I have ever tasted.

The broth was rich and flavoursome, the noodles just the right side of chewy and the meat just melting off the bone... For a noodle soup fan like me, this was pretty close to heaven let me tell you…

If you happen to find yourself in Beijing – do yourself a favour and get down to the Noodle Bar, and if you have to queue, then queue – it will be worth the wait, I promise.
